Refugee Class Immigration

Canada has a long tradition of providing protection to those fleeing persecution, war, and violence. The refugee class is a special category for individuals who cannot return to their home country due to a well-founded fear of persecution based on race, religion, nationality, political opinion, or membership in a particular social group.

Government-Assisted Refugees (GAR)

Government-Assisted Refugees are selected abroad by the Canadian government (through the UNHCR or a referral organization) and receive government support upon arrival in Canada. They are among the most vulnerable refugees worldwide.

  • Identified and referred by UNHCR or approved referral organizations
  • Receive income support and essential services for up to one year
  • Eligible for permanent residence upon arrival

Privately Sponsored Refugees (PSR)

Privately Sponsored Refugees are sponsored by groups of Canadian citizens and permanent residents who commit to providing financial and emotional support. Sponsors help refugees settle and integrate into Canadian life.

  • Sponsored by a Sponsorship Agreement Holder (SAH), group of five, or community sponsor
  • Sponsors must commit to 12 months of financial and settlement support
  • Eligible for permanent residence upon arrival

Blended Visa Office-Referred (BVOR)

The BVOR Program matches UNHCR-referred refugees with private sponsors in Canada. The government and private sponsors share the responsibility for refugee support. The government provides income support for the first few months, and sponsors take over afterward.

In-Canada Asylum Claims (Inland Refugees)

People who are already in Canada and fear returning to their home country can make an asylum claim at a port of entry or at an inland IRCC office. Claims are reviewed by the Immigration and Refugee Board of Canada (IRB).

  • Can claim at a port of entry upon arrival
  • Eligible for a work permit while claim is being processed
  • Eligible to apply for permanent residence if claim is accepted

Humanitarian and Compassionate (H&C) Applications

Individuals who do not qualify under traditional refugee categories may apply for permanent residence on humanitarian and compassionate grounds. IRCC considers factors such as the best interests of children, establishment in Canada, and hardship if required to leave.
