Canadian Experience Class (CEC)

The Canadian Experience Class (CEC) is a permanent residence pathway under the Express Entry system designed for skilled workers who have already gained valuable work experience in Canada. Because applicants are already in Canada and familiar with Canadian workplace culture, the CEC is one of the fastest routes to permanent residence. Candidates are ranked using the Comprehensive Ranking System (CRS) and the highest-scoring candidates receive an Invitation to Apply (ITA).

Who Is the CEC For?

The CEC is ideal for people who are currently living and working in Canada under a temporary work permit, recent graduates from Canadian post-secondary institutions who have obtained Canadian work experience, and foreign workers who have been employed in Canada and wish to make their stay permanent.

  • Temporary foreign workers already employed in Canada
  • International graduates who completed their studies in Canada and obtained a Post-Graduation Work Permit (PGWP)
  • Workers who want to transition from temporary to permanent status without leaving Canada

Minimum Eligibility Requirements

To be eligible for the CEC, you must meet all of the following requirements:

  • At least 1 year of full-time (or equivalent part-time) skilled work experience in Canada within the last 3 years
  • Work experience must be in a NOC TEER 0, 1, 2, or 3 occupation
  • Work experience must have been obtained with proper authorization (valid work permit or other legal authorization)
  • Meet the minimum language requirements based on your NOC TEER level
  • Intent and ability to reside outside the province of Quebec

Language Requirements

The minimum language scores required for the CEC depend on the NOC TEER level of your work experience. You must take an approved language test and meet the following Canadian Language Benchmark (CLB) thresholds:

TEER 0 or 1 CLB 7 in all four abilities
TEER 2 or 3 CLB 5 in all four abilities
  • English tests accepted: IELTS General Training or CELPIP General
  • French tests accepted: TEF Canada or TCF Canada
  • Higher language scores significantly increase your CRS ranking in the Express Entry pool

Qualifying Work Experience

Your Canadian work experience must meet specific criteria to count toward the CEC. The experience must have been gained while you were legally authorized to work in Canada and must match the duties described in the relevant NOC description.

  • Must be in Canada — foreign work experience does not count toward the CEC minimum
  • At least 1,560 hours of full-time work (or equivalent part-time) within the last 3 years
  • Must be paid work — volunteer work and unpaid internships do not qualify
  • Self-employment in Canada does not count toward the CEC
  • Work experience gained while studying full-time may only be partially counted
  • Experience can be with one or multiple employers across different NOC TEER 0, 1, 2, or 3 occupations

No Settlement Funds Required

Unlike the Federal Skilled Worker Program (FSWP) and the Federal Skilled Trades Program (FSTP), the CEC does not require applicants to demonstrate proof of settlement funds. Because CEC candidates are already living and working in Canada, they are presumed to be financially self-sufficient.

No Education Requirement

There is no mandatory education requirement to qualify for the CEC. However, having a higher level of education will contribute additional points to your CRS score, improving your chances of receiving an ITA in a draw.

CEC Advantage: CRS Scoring

CEC candidates generally receive strong CRS scores because Canadian work experience is awarded significant additional points under the CRS. Additional factors that boost your score include:

  • Canadian work experience (core/human capital factors)
  • Combination of Canadian education and Canadian work experience (additional points)
  • A valid arranged employment offer (up to 200 points)
  • Provincial Nominee Program (PNP) nomination (600 points)
  • Strong language test scores in English and/or French
  • French language skills provide additional bonus points under IRCC's Francophone immigration policy

How to Apply Through Express Entry

The CEC application process is fully online through the Express Entry system:

  • Step 1: Confirm eligibility — verify your NOC code, gather language test results, and document your Canadian work experience
  • Step 2: Create an Express Entry profile through the IRCC online portal
  • Step 3: Enter the Express Entry pool and receive a CRS score
  • Step 4: Receive an Invitation to Apply (ITA) during a CEC-specific or all-program draw
  • Step 5: Submit a complete permanent residence application within 60 days of receiving the ITA
  • Step 6: Receive a decision — IRCC aims to process most complete CEC applications within 6 months
